RFA interview with Dr Ha Si Phu
Introduction: Dear listeners, at
the press conference in Seatle, U.S.A., Prime Minister Phan van Khai
stated that the political prisoners were put in jail only because they
had violated law, not because there is no freedom of thought and
religion and democracy in Vietnam. Dr. Ha Si Phu , the most respected
democrat in Vietnam, said: " violating the law is punished by any
country. By my own experiences and those of my friends' friends , this
sophism is violating the truth and the human reason." Please listen to
the first part of the interview between Dr. Ha Si Phu and Mr
Viet Hung of our Radio Station.

Part I
Dr Ha Si Phu:
The majority of Vietnamese in and out of Vietnam are paying close
attention to the tour of the Prime Minister Phan Van Khai in the United
States. Primarily, in terms of formalism, Khai's tour is a historic
event. It is the first time a top representative of the Vietnamese
communist government has ever visited a former enemy country.
Ironically, this former enemy will decide whether or not Vietnam would
become a member of the World Trade Organization (WTO). Whether or
not this visit will achieve the so-called historic mission, it's not a
simple task. One wonders with the current external and internal policy,
would the Vietnamese Communist Party be able to successfully change
itself in order to meet this newly challenging situation in which the
civilization of humanity is at stake? How sincere is this
transformation, or is it just a tactical bending under pressure to
temporarily avoid the conflict? Such tactics have been seen by the
people often in the past!
Viet Hung:
So, do you mean the economy is the main goal of this trip?
Dr Ha Si Phu:
As I understand, many people still pay attention to the economy. Since
the economy is a the fundamental factor for the country's strength, a
strong economy will make other things shape up. I also wish that Mr
Khai would gain as much as he can in the economic affairs. However, I
think that the strong economy is not the sole factor for the stable
country, but the political and social factors are the ones that make
the economy strong and the country stable. If the economic cooperation
is not based on the correlative changes in politics and society, the
economy will not be sustained and durable, and as such it may lead to
unwanted consequences.
Viet Hung:
Dear Sir, there is a rumor that 30 years after the war ended on
April 30, 1975, it is enough to forget the past. Do you ever think
that Vietnam completely forgets the past?
Dr Ha Si Phu:
I think that the decisive factor of Khai's trip is whether he achieves
the so-called historic result or not. Please let me expand this opinion
further. I mean that there are three very important sociopolitical
issues that will determine the result of his trip. Firstly the problem
of democracy. As you know, regarding freedom of thought, the government
keeps saying that we have democracy and we does not imprison anyone
because of their religious faith or political opinions. I remember that
in the interview yesterday at noon Mr Khai said that. And he also said
that he put in prison only people who violated the law. And, of course,
violating the law is punished in any country. By my own experiences and
those of my friends, this sophism is violating the truth and human
reason. Simply, once you have outlawed the exchanges of opinions and
thinkings, the act of exchanging opinions and thinkings will be
considered as a crime. Therefore, the country does not have democracy
because of these kind of uncivilized laws. These uncivilized laws need
to be changed. Those who publicly express opinions like me, or like Mr
Hoang Tien, in US people do not mind, but in Vietnam, they would have
their phone line cut off and their living being put in jeopardy. Isn't
it true? Not to mention to persecution and oppression taking place
daily as a result of these uncivilized laws, by that, these laws need
to be revised and changed. I think it's time for Mr. Khai not to use
anymore such a sophism in his rhetoric. Regrettably, he has already
used it in the recent interview! Now, talking about democracy. Our
Communist Party always keeps saying that we already have Freedom of
Press. Let us take the case of Mr. Nguyen Thanh Giang and Mr. Pham Que
Duong who are currently asking a permit for publishing a newspaper. If
that were to happen in the U.S.A., for sure these two men would get the
permit. If somebody is still in doubt, let him ask Mr Bush whether or
not in his country,when people such as Mr. Thanh Giang and Mr. Que
Duong ask the permit to publish a newspaper, will they be allowed to do
so? Of course, they will be allowed. And Mr. Khai can ask Mr. Bush
whether his own Republican Party has any prohibition such as the 19
prohibitions of the Vietnamese Communist Party applied to its members.
That's just for a comparison to show that not all countries in the
world limit the civil rights as Mr. Khai said. I think that if Mr Khai
keeps defending his obsolete opinions, nobody will listen to him
anymore. In fact, the two issues as mentioned above prove that there is
total totally lack of democracy, in order not to mention the other
issues that have the same problem because they originated from the
Marxist-Leninist communist party that has absolute power above its
people and congress.
Viet Hung:
And what's the second issue?
Dr. Ha Si
Phu: That's the problem of national
reconciliation. As you know one of the major goals of Mr. Khai's trip
is trying to get support from the Oversea Vietnamese community. I would
like to bring up some facts concerning this kind of reconciliation.
Before Mr Khai made such a historic trip, a very inhumane revenge
happening in the past was the demolition of the memorial monument on
the Pulau Bidong Island. This Memorial is to remember our own
Vietnamese victims who died on the sea trying to escape from the
Vietnamese Communist regime and to show our gratitude to the humanity
of the sponsoring countries. Ironically, we want to have a
reconciliation with them while we demolish their trust! Demolishing
this monument is like demolishing the ability of reconciliation of our
nation. Then another incident on the recent celebration of April 30,
2005, in one press conference, Mr Kiet made a statement that proudly
mentioned the two important achievements. Of course, he spoke on behalf
of the Vietnam Communist Party. Firstly, the incident of April 30
brought joy to millions of Vietnameses and likewise it also caused
sorrow to other millions. Secondly, he said that the war ended was the
victory for the North, and we knew that the whole cabinet of the
government lead by Mr Duong van Minh that day already opened the gate
of Doc Lap Palace waiting for winning communists coming in. That means
that the tank we saw in the television crashing into the gate of Doc
Lap Palace was just a show for a propaganda. If this story of the gate
already opened gate is true, it is a very interesting event in our
history. The wide opening gate is a symbol of reconciliation from the
South, while the action of crashing into the gate represents a hatred
from the North. So again, if it is true the gate was already opened,
this would be a beautiful thing in our history that showed that the
South was ready for reconciliation as the beginning. True or not, in
the political propaganda one still see the image of a communist tank
crashing into the Doc Lap Palace's gate. If we can learn from our
ancestors to forget hatred in the past and open our hearts to one
another, there would not have been demonstrations against the current
government as it is happening now in the U.S.A. Therefore, to answer
Mr. Viet Hung's question about our reconciliation ability. I think the
basic thing is that if we keep persisting in the hatred while trying to
promote the reconciliation, it will make the issue more complicated.
Aother story about this kind of reconciliation is our defense of
reconciliation with Mr. Nguyen cao Ky. I think it is not a bad idea.
However, if we reconciled with the one who dropped bombs on us, and
while we determinedly put in jail the dissidents such as Mr. Nguyen
Khac Toan, Mr. Pham Hong Son, Mr. Nguyen Vu Binh, who never dropped
bombs on us but only dropped new ideas calling for democracy to the
current government. This type of government actions is completely
contradictory to each other, then, how can we call for the
reconciliation with another side? Especially, the overseas Vietnamese
communities.
Viet Hung:
You have talked about two issues, what's about the third one?
Dr Ha Si Phu:
As long as people still believe in Socialism and Communism, its
traditional foreign policy is always close to our communist socialist
brothers. Then if we have no choice, we have to make alliance with a
capitalist country which, normally, is not considered as a friendly
country. Now, we are trying to ask the U.S.A., a leader of the
capitalist countries and our former enemy, to help us help us be
accepted into the World Trade Organization (WTO.) There are different
ways to become a member of WTO, not just only one way through the
U.S.. I don't think U.S. has an ability to help us achieve these two
opposite issues. Therefore we must correct our fundamental problems
before asking help from the U.S.
Viet Hung:
You have been listening to the first part of the interview with Dr Ha

Part II
Viet Hung:
Dear Doctor, in order to continue the talk from the last broadcast,
people say that the changes in the Vietnamese economy have to be
commended, while on the contrary, the changes in politics and
especially in the areas of human right and of religion freedom are
reprochable. For the realities in Vietnam, what is your opinion about
these subjects?
Dr Ha Si Phu:
Yes, all know that there is a strict relation between
social economy and social politics. But there is a question: which is
more essential and which is the basis for the other? Many people accept
the economics and the properties of economy. In Vietnam
Marxism-Leninism took the economy as the base, stating that what we
have not yet planned will be accomplished later. Let's try to improve
our economy, that is very good. Then the economy will open other
things. I think that it is not so simple. I give an example to check
whether our economy is really better than the other things. I dare
think this way and don't know whether it's right or wrong, now someone
gets terribly rich, so that he is even richer than foreign
billionaires. But when I observed it closely and asked opinions of my
friends, we concluded that the wealthiest ones did not profit from
their production but from the sale of land. The wealthiest properties
come from land sales. They just sold land for money but they produce
nothing, that is why the economy has not been changed at all. Then the
money obtained from land sales is not money derived from economy
development. In addition, in some area of North Vietnam, economy
development generates much production. According to my opinion about
the economy, we should not evaluate it so subjectively as it seems to
be. That means if we look at the exposition halls, the production
buildings, the 5 stars, 3 stars ....services , all these are not
sufficient to prove economic development. Firstly for the majority of
people, poverty is still rampant, everybody used to win their daily
bread very hardlySecondly the sites so-called economy development are,
we should evaluate them as "fictitious prosperity" , that would sadden
one. So-called wealthy but in reality that wealth gets originates from
land sale, not from production. That is why, in the economic point of
view , there is nothing optimistic. But we should agree that there is
a little more progress than the past. That's is even too clement to
admit that. But my opinion, I think that if there is no fundamental
foundation for politics and society, the economy will develop to a
certain level and then it will generate by itself in contradictions.
The stories about politics and socialism are talked by many party
members, by high rank party members such as Mr. Vo van Kiet, Mr Le
dang Doanh , the Mr. Vice President of Senate Office Tran quoc
Thuan,and many others Most of them agreed that the first is to cut off
the socialism, so that nothing is left, then to get rid of the
Marxist-Leninism orientation, to find by ourselves, to get up, to tell
each other, to unite and to find our way to follow, our whole nation
together. So, I think the political society is the radical problem, we
have not yet solved this very one, for everybody in our society
nowadays almost agrees that by lack of a solid political root, after a
very small leap in economic progress, our society is now in such a
tremendous degradation that never before has our society is become so
terribly fraudulent as now. That is why I think concerning these two
faces, the fact that our society does not adapt itself to our actual
economy is very true. For me, I think that not only the social politics
must go after the social economy, but it must go before in order to
form a base. But the statement that the economy must start first, then
the politic will be in consultation after, it is a unscientific
solution.
Viet Hung:
Concerning the PM Phan van Khai's actual trip to the U.S., he hopes the
U.S. will proclaim its support for Vietnam entering the WTO, but if
this hope does not come true, will this hope generate the politic
integration and revolution process that Mr Khai, one of the reformists
is wishing to perform?
Dr Ha Si Phu:
For the long term, Vietnam's entering the World Trade Organization does
not decide its survival, the development of the whole country and all
its citizens. It must be our internal competence. Having this or not,
that is a question. About the present situation , entering WTO is also
important, but I wish that Mr Bush on the one hand must overcome the
economic or the universally political interest of U.S., on the other
hand would understand better Vietnam so that when he supports and helps
economically, included his helping Vietnam to enter the WTO; and he
should talk about Vietnam's weakness more carefully and more decidedly.
That's the way. For only after correcting that can we go ahead more
solidly. Firstly the relation between Vietnam and US will be more
tightened. Secondly, this relation will improve the US's economy, and
at the same time, in my opinion, the U.S.'s military affairs. By doing
so, we can get rid of the possible dependence of the powerful country
in our north. In my opinion, I pay close attention to democracy, but
economic development in such a way is also my wish and deserves my
support.
Viet Hung:
Dear Doctor Ha Si Phu, 30 years after the war end, 10 years after the
Vietnam-US relation, would we go together hand in hand under the
direction-board of integration?
Dr Ha Si Phu:
Firstly, our going together hand in hand under that direction-board
means our heart opening. But a commentator abroad on the Free Asia
radio said that in this integration, the victor must stretch out his
hand first. I think that our Vietnamese government realized that also,
that's why, this one sometimes seemed to do that first. But the
question: is your hand a trustworthy one when people shake it ? For
there is a lack of something more concrete to do. I just talked with
you about the story concerning the propaganda on April 30 1975, the
relation between North and South, the demand to demolish the Memorial
in Pulau Bidong. All these things are foolish. I wish that this trip
would make some progressive steps. But I think this step is not at all
a fundamental or a big one. However the more steps ahead the better.
And I believe that this time the bond would be more tightened and would
help the Vietnamese Government see better the very truth, that if we
wish to unite the mass of millions of people abroad we must make more
fundamental mutations in ourselves.
Viet Hung:
Yes, Dear Dr, before ending the talk, do you want to say something to
the listeners who are following the talk of today?
Dr Ha Si Phu:
Before finishing my talk, I have some opinion that for the whole
society I talked about three subjects. But in reality, I think that I
pay more attention to the second subject about the integration . We
must demolish really all the separation walls, now that there is no
more division between North or South Vietnam, that means Republic or
Communist, inside or outside Vietnam. I think we must demolish these
separation walls. Now if there is any division, this should be the fact
that whether or not you want the sincere reconciliation to rebuild the
country? And wanting the integration and reconciliation means
democracy. That is it! If there is no democracy, nobody will go with
you in order to be integrated in you. I wish that all borders inside
or/and outside be deleted. Therefore today I am talking with the radio
Free Asia and a lot of people can hear our talking, either
inside Vietnam, either outside, or people of the communist organism
in Vietnametc ...I think we should be united. Only as soon as the
separation wall is demolished, will succeed the hope of reconciliation
and integrationin order to perform a Great Cause for our people.

Born April 22, 1940 in Bac Ninh
province in northern Vietnam, Ha Si Phu is the pen name of Nguyen Xuan
Tu. A
biologist by training, Ha Si Phu
completed his post-graduate work in Czechoslovakia. Upon returning
home, he worked at the Vietnam Institute of Science and distinguished
himself by adhering to scientific methods in research. As he moved up
the academic ladder, eventually holding the post of vice-director at
the Vietnam Institute of Science in Da Lat City, Ha Si Phu was invited
to join the Vietnamese Communist Party. His refusal to apply for Party
membership caused his early retirement. With his scientific interests
stymied, he turned toward the study and analysis of social problems. In
September 1988, Ha Si Phu penned "Hand In Hand We Go Under the
[Direction of] Intelligence." The essay, circulated among close
friends, methodically dissected socialism under the current communist
regime and pointed out its many contradictions. This ten-page discourse
eventually made it to the Politburo of the Vietnamese Communist Party,
sending shock waves through the leadership. Over the next two years, no
less than thirty commentaries in the official media attacked the
article and its author. He subsequently wrote two more influential
essays: "Reflections of a Citizen" (1993) and "Farewell to Ideology"
(1995).
In December 1995, Ha Si Phu was
arrested while visiting relatives in Hanoi. While riding his bicycle in
the street, authorities staged an accident and took his knapsack. He
was charged, several days later, with "stealing state secrets." The
Vietnamese government jailed Ha Si Phu without trial for over eight
months and on August 22, 1996, in a closed-door trial lasting half a
day, formally sentenced him to one year in prison. On December 4,
1996, under intense pressure from the international community, the
Vietnamese government released Ha Si Phu. In an interview with the
overseas press shortly afterwards, Ha Si Phu vowed to continue the
quest for truth and justice in Vietnam. Authorities responded with
various harassment tactics, such as termination of telephone service,
interrogation, and economic isolation. In addition, the government
issued a decree in April 1997 forbidding Ha Si Phu and other dissidents
from all outside contacts, particularly with foreign reporters. Ha Si
Phu formally protested his treatment in an open letter with two other
dissidents to the National Assembly, dated April 10, 1997: "When our
Constitution stated citizens had their right to the freedom of thought,
freedom of expression, it must have meant people had all the freedom to
write and speak out their private thought." Ha Si Phu is currently
under house arrest. His family faces severe psychological harassment

Tôi cũng
như mọi người dân Việt Nam ở trong nước và ngoài nước hiện nay đều rất
quan tâm đến chuyến đi của thủ tướng Phan Văn Khải.
Trước hết xét về
tính cách bên ngoài, về mặt hình thức thì đây đúng là một chuyến đi lịch
sử. Nó là chuyến thăm đầu tiên của người đứng đầu chính phủ CSVN sang
thăm một nước cưụ thù mà lại chính là nước quyết định khả năng của mình
vào tổ chức quốc tế WTO. Nhưng chuyến
đi có thực hiện được sứ mệnh gọi là lịch sử ấy hay không và thực hiện
đến mức độ nào, thì
còn đứng trước những thử thách không đơn giản.
Cái chính là đường
lối đối nội và đối ngoại của đảng CSVN có
những thay đổi căn bản gì hay
không để tương ứng với cục diện mới đó, cục
diện mới của
văn minh nhân loại. Và sự thay đổi ấy
là thực tâm đến mức độ nào? Hay vẫn chỉ
là “sự
uyển chuyển của sách lược”
như vẫn diễn ra trong quá khứ.
Việt Hùng:
Như vậy phải chăng tiến sĩ muốn nói đến yếu tố kinh tế là trọng tâm
trong chuyến đi này hay sao?
TS Hà Sĩ Phu:
Tôi biết nhiều người quan tâm đến kinh tế. Bởì vì vẫn coi kinh tế là nền
tảng, kinh tế đi trước rồi sau này mọi thứ nó thay đổi theo. Tôi cũng
mong ông Khải được thu hoạch được thật nhiều về kinh tế. Song tôi thấy
kinh tế chưa hẳn đã là nền tảng đâu. Mà những yếu tố chính trị và xã hội
mới chính là nền tảng cho kinh tế. Nếu sự hợp tác kinh tế mà không đặt
trên cơ sở tương thích về chính trị ,văn
hoá, xã hội thì kinh tế cũng không
phát triển lâu dài được, và không bền vững được, mà có khi còn dẫn đến
kết quả không mong muốn nữa.
Việt Hùng:
Thưa TS trong khi dư luận thì cho rằng 30 năm kể từ khi sau chiến tranh
kết thúc ngày
30 tháng 4 năm 75 là thời gian quá đủ để quên đi quá khứ. Liệu VN đã
hoàn toàn gác lại quá khứ hay chưa ạ?
TS Hà Sĩ Phu:
Tôi nghĩ rằng chính
yếu tố ấy quyết định chuyến đi của ông Khải có đạt được kết quả lịch sử
hay không, hay là hạn chế,
là ở
chỗ ấy.
Cho phép tôi được
triển khai ý vừa rồi. Tôi nói rằng có 3 vấn đề
Chính trị
Xã hội rất
quan trọng mà nó quyết định kết quả của chuyến đi.
Thứ nhất là chuyện
Dân
chủ. Tôi thấy như thế này: Về vấn đề Tự
do tư tưởng ta cứ nói là ta rất dân chủ ,
không hề bắt bớ giam cầm bất cứ ai vì chuyện tín ngưỡng hay chính kiến
cả. Tôi nhớ trong cuộc họp báo 12 giờ trưa hôm qua ông Khải có nói thế.
Mà ông nói rằng họ bị bắt là vì họ vi phạm luật pháp,mà
vi phạm luật pháp thì nước nào chẳng phải trừng trị. Bằng sự trải nghiệm
của bản thân và kinh nghiệm bè bạn thân của tôi,
tôi thấy sự Ngụy
biện này là xúc phạm Sự
thật và xúc phạm Lý
trí của con người. Bởi vì rất đơn giản, một khi anh đã hình sự hóa những
sự trao đổi về quan điểm và về tư tưởng, nó
vốn là sự trao đổi về quan điểm và
tư tưởng thôi nhưng
hình sự hóa nó,
thì tự nhiên sự trao đổi tư tưởng ấy nó biến thành phạm pháp,
chứ có gì đâu là lạ. Cho nên mất
dân chủ chính là ở thứ luật pháp đó. Phải sửa ngay luật pháp đó. Những
người phát biểu như tôi hay như ông Hoàng Tiến…
thì ở Mỹ xem có ai người ta gây phiền không, người ta cắt điện thoại, và
người ta gây khó khăn về đời sống không?
Chưa kể rằng rất
nhiều sự đàn áp và khống chế còn vượt lên
trên cả cái
thứ luật mà vốn nó đã thiếu dân chủ rồi. Tôi nghĩ rằng đã đến lúc ông
Khải không nên nói cái câu Ngụy
biện ấy nữa. Nhưng tiếc rằng trong cuộc họp báo vừa rồi ông lại nói cái
câu ấy mất rồi!
Tôi nói tiếp về
chuyện dân chủ. Đảng ta cứ khăng khăng rằng ta đã có tự do báo chí. Thế
bây giờ ông Nguyễn Thanh Giang và ông Phạm Quế Dương xin ra báo đấy,
nếu là Mỹ thì đương nhiên hai ông ấy được ra báo rồi. Nếu không tin ông
Khải cứ hỏi thử ông Bush xem “ở
nước ông như ông Thanh Giang, ông Quế Dương xin ra báo thì ông có cho ra
không?”.
Đương nhiên họ được ra chứ. Và ông Khải cứ thử hỏi ông Bush xem là đảng
Cộng Hòa của ông ấy thì có điều cấm kỵ gì giống như là 19 điều cấm của
Đảng CSVN đối với đảng viên của mình không? Để so sánh ngay thôi, chứ
ông đừng nói là ở nước nào nó cũng thế cả.
Tôi nghĩ rằng nếu
ông Khải cứ kiên
trì quan điểm cũ thì cũng khó lòng gây niềm tin cho người nghe được.
Thật ra hai điều tôi dẫn chứng ấy để nói về sự còn thiếu dân chủ,
cũng như những điều khác nữa,
thì tôi thấy có cùng nguyên nhân là chế độ đảng trị Mác Lê Nin thôi.
Việt Hùng:
Như vậy vấn đề thứ hai là gì ạ?
TS Hà Sĩ Phu:
Là vấn đề hòa giải dân tộc!.
Bởi vì nó là một trong những mục đích trong chuyến đi ông Khải lần này,
là muốn hòa giải với khối người Việt di tản lớn nhất. Tôi chỉ xin lấy
một vài sự việc mới đây,
có liên quan đến sự hòa giải này.
Trước khi ông Khải
làm một chuyến đi lịch sử như thế thì lại để xảy ra một việc rất thất
nhân tâm là việc phá bức tượng đài kỷ niệm ở đảo Pulau Bidong. Bức tượng
đài này để tưởng nhớ các nạn nhân là người Việt Nam máu mủ của mình bị
chết,
thứ hai là để cảm ơn sự nhân đạo của các nước bạn. Thế
mà mình
lại chủ
trương đàm phán với người ta để phá cái đó đi. Đập vỡ cái đó thì có khác
gì đập vỡ cái năng lực hòa giải của dân tộc.
Thứ hai
, một việc
khác nữa là đợt kỷ niệm 30 tháng 4 vừa rồi. Ông Kiệt đã trả lời phỏng
vấn, trong đó có nói hai ý quan trọng, tức nhiên là ông vẫn nói theo
quan điểm của người cộng sản. Một là sự cố 30 tháng 4 này làm cho hàng
triệu người VN vui thì cũng làm cho hàng triệu người VN buồn…,
thứ hai là ông nói rằng kết thúc cuộc chiến tranh đó
có sự thắng lợi
từ miền Bắc…
nhưng cũng có vai trò của một lực lượng thứ ba,
và chúng tôi còn biết thêm rằng, có những nguồn tin cho biết là đến ngày
đó nội các Dương Văn Minh đã ngồi tề tựu,
cho người xuống mở sẳn cửa Dinh Độc Lập để đón người chiến thắng,
một hành
động đẹp như thế. Nghĩa là chiếc xe tăng mà ta vẫn thấy trên tivi húc đổ
cánh cổng thì thực ra cánh cổng nó mở rồi, không có sự húc đổ. Nếu có
húc đổ thì chỉ là sự húc đổ cái ta
dựng lên để đóng phim thôi. Tôi thấy nếu
chuyện cánh cổng đã
mở sẳn này mà nó là
có thực ấy
mà, thì hay lắm,
vì đó chính là sự mở lòng ra với nhau, mở ra cơ hội để hòa hợp sau này.
Mà cần
húc đổ là húc đổ sự hận thù, cho nên tôi nghĩ rằng nếu lịch sử là như
vậy, cánh cổng Dinh Độc Lập đã được mở sẳn thì đẹp quá. Thế nhưng trong
tuyên truyền chính trị
thì không phải như vậy mà vẫn là xe tăng
vào húc đổ...
Nếu chúng ta cũng
học cách
của tổ tiên mà xé hết các văn bản chứng
tích của hận thù để mở lòng ra với
nhau thì đâu có tạo ra những cuộc biểu tình chống lại chính phủ cầm
quyền như đang diễn ra ở bên Mỹ bây giờ. Cho nên tôi trả lời câu của
anh Việt Hùng đưa ra lúc nảy về khả năng hòa giải. Tôi nghĩ rằng nếu
không đụng chạm gì đến quan điểm cơ bản này mà ta cứ hô hào hòa hợp thì
tôi nghĩ là không dễ.
Còn một chuyện nữa
về hòa hợp,
đó là
ta cứ bênh vực cho cái hòa hợp
với ông Nguyễn Cao
Kỳ thì tôi nghĩ rất tốt thôi. Nhưng nếu
hòa hợp được
với cái ông mà đã ném bom, trong khi đó vẫn kiên quyết tiếp tục bỏ tù
những ông như Nguyễn Khắc Toàn, như Phạm Hồng Sơn, như Nguyễn Vũ Bình là
những người không hề biết ném bom mà chỉ biết ném ra các
sáng kiến.
sáng kiến để
thăm dò cái tấm lòng
dân chủ, tấm lòng vì dân của người cầm
quyền thôi. Hai
chuyện ngược nhau như thế thì làm cho người ta cảnh giác chứ sao có thể
đi với nhau một cách thật là hoà thuận
được.
Việt Hùng:
Tiến sĩ đã nói đến hai vấn đề, vậy thì vấn đề thứ ba là gì ạ?
TS Hà Sĩ Phu:
Là “cương lĩnh đối ngoại”.Chừng
nào người ta vẫn còn trưng ra
tấm biển Xã Hội Chủ Nghĩa,
Xã Hội Cộng Sản thì cái “Cương
lĩnh đối ngoại cổ truyền”
bao giờ cũng phải là thế
này:
gần nhất là các nước
xã hội chủ nghĩa anh em, mà xa nhất,
thậm chí đối lập là chủ nghĩa tư bản, mà chủ nghĩa tư bản thì Mỹ là đầu
xỏ rồi. Thế bây giờ lại bắt cái
kẻ thù đầu xỏ đó nó phải làm tròn nhiệm vụ của người bạn lớn nhất giúp
ta vào tổ chức WTO, giúp ta vào nhiều cửa ngõ
khác nữa, thì tôi e
rằng Hoa Kỳ không đủ tài năng để đóng một lúc cả hai vai ngược nhau này.
Vì thế cho nên phải sửa những cái
căn bản thì bước đi này mới thành công được.

Việt Hùng: Thưa TS Hà Sĩ
Phu, để tiếp tục câu chuyện trong buổi phát thanh trước thì người ta vẫn
nói rằng những thay đổi kinh tế của VN đáng ca ngợi, ngược lại những
thay đổi về chính trị và nhất là vấn đề nhân quyền, tự do tín ngưỡng thì
đáng chê trách. Với thực tế ở VN thì TS nghĩ như thế nào về vấn đề này.
TS Hà Sĩ Phu: Vâng, ai cũng
biết rằng giữa kinh tế và chính trị xã hội nó liên quan mật thiết.
Nhưng có điều là cái nào đáng ưu tiên hơn và cái nào là nền tảng cho cái
nào? Rất nhiều người cũng thâu nhận cái chủ nghĩa kinh tế và lý thuyết
về kinh tế, như ở VN theo chính sách Mác Lê thì lấy kinh tế làm nền
tảng, thì cho rằng, thôi, cái gì chưa tính đến được thì cứ làm sau,
nhưng cứ làm cái kinh tế thật tốt đi thì cũng đã tốt quá rồi, từ kinh tế
nó sẽ mở ra cái khác. Tôi nghĩ rằng nó cũng không thật đơn giản như vậy
đâu.
Tôi lấy ví dụ như thế này, về kinh
tế, thì trước hết có phải thật sự kinh tế mình đã rất khá so với những
mặt khác không? Tôi trộm nghĩ thế này không biết có đúng không, hiện
nay có những người giàu lên rất ghê gớm, thậm chí có khi giàu hơn cả
các tỷ phú của nước ngoài nữa . Thế nhưng tôi quan sát và cũng có hội ý
với nhiều anh em thì thấy rằng những chỗ giàu nhất không phải là do làm
ăn sản xuất mà giàu, mà toàn là do bán đất, những tài sản to nhất vẫn là
do đất đẻ ra. Đây chính là bán đất lấy tiền thôi chứ có sản xuất gì, nền
kinh tế thật ra chả thay đổi gì bao nhiêu cả. Thế thì điều đó đâu phải
là phát triển kinh tế? Thế còn một vài nơi phát triển kinh tế thì lại
phát sinh ra rất nhiều thứ . Theo tôi, hiện nay về mặt kinh tế thôi thì
cũng không nên đánh giá quá lạc quan như mình nghĩ đâu. Tức là nếu chúng
ta cứ nhìn các nơi có tính chất biểu trưng, các khu chế xuất, nhà cao
cửa rộng, mấy nơi dịch vụ gọi là 5 sao, 3 sao v.v... mà cho đó là sự
phát triển về kinh tế thì tôi nghĩ chưa đúng đâu. Thứ nhất là đa số dân
đời sống vẫn nghèo lắm, những người dân bình thường kiếm miếng ăn hàng
ngày vẫn còn vất vả lắm.. Thứ hai nữa là những chỗ mà gọi là phát triển
kinh tế, nói chữ nó hơi mất lòng, tức là phồn vinh giả tạo. Rất giàu
nhưng thực ra cái giàu đó không phải là do đồng tiền sản xuất mà là do
bán đất. Thế thì ngay cả về mặt kinh tế cũng chưa phải đã có gì đáng lạc
quan lắm đâu. Tuy cũng phải nói rằng những cái tiến bộ, nếu so với trước
thì cũng đã là nhiều lắm rồi.
Nhưng theo quan điểm của tôi, tôi
vẫn cho rằng nếu không có những cơ sở làm nền về Chính trị và về Xã hội
thì Kinh tế chỉ phát triển tới mức nào đó thôi, vì nó sẽ phát sinh mâu
thuẩn. Các chuyện về chính trị xã hội thì ngày càng có rất nhiều đảng
viên, các đảng viên cao cấp từ ông Võ Văn Kiệt đến ông Lê Đăng Doanh,
rồi cho đến phó chủ nhiệm văn phòng quốc hội như ông Trần Quốc Thuận,
v.v..., nhiều lắm, cả ông Phan đình Diệu nữa, đều cho rằng phải sửa từ
gốc, cứ bỏ cái gọi là CNXH đi, đừng nói “định hướng” gì nữa cả, bỏ cả
chủ nghĩa Mác Lênin đi, tự mình tự lập, mình đứng dậy, dân tộc mình bảo
nhau, đoàn kết nhau tìm con đường mình thích nghi, dân tộc mình đi. Đấy,
tôi nghĩ rằng chính trị xã hội rất là gốc, mà cái đó thì mình chưa giải
quyết . Thế còn mặt Xã hội hiện nay thì gần như rất nhất trí là: tuy
phát triển kinh tế mới một tí tẹo thế thôi nhưng vì không có cơ sở chính
trị vững chắc để làm nền tảng cho nên xã hội thoái hóa vô cùng. Xã hội
chưa bao giờ dối trá như thế này. Xã hội chưa bao giờ bạo lực như thế
này. Xã hội chưa bao giờ mất nhân cách như thế này. Thế nên tôi nghĩ
rằng về hai mặt đó (Chính trị và Nhân quyền) người ta nêu là nó chưa
xứng với Kinh tế thì cũng là quá đúng. Nhưng tôi, tôi nghĩ là chẳng
những nó không được đi sau kinh tế, mà phải đi trước để làm nền cơ. Chứ
còn chủ trương rằng cứ đi kinh tế trước, phát triển rồi chuyện kia thì
bàn sau là một giải pháp nó không khoa học.
Việt Hùng: Về chuyến đi của
thủ tướng Phan Văn Khải hiện đang ở tại Hoa Kỳ. Trong chuyến đi này thủ
tướng Khải kỳ vọng nhiều vào việc Hoa Kỳ tuyên bố ủng hộ VN gia nhập
WTO, thế nhưng nếu mong mỏi này không đạt được liệu có ảnh hưởng tới
tiến trình hội nhập và cải tổ chính trị mà ông Khải là một trong những
nhà cải cách đang muốn thay đổi không ạ?
TS Hà Sĩ Phu: Về lâu dài mà
nói thì cái sự vào WTO nó không phải là quyết định đối với sự sống còn,
đối với sự phát triển của cả đất nước, cả dân tộc đâu. Nó vẫn phải là
cái nội lực của mình, có năng lực thật hay không, đấy mới là quan trọng.
Song, đứng về cục diện trước mắt thì cái việc vào WTO nó cũng có tầm
quan trọng đấy , nên tôi cũng muốn ông Bush phải vượt cao hơn những
quyền lợi về kinh tế của nước Mỹ hay là quyền lợi chính trị toàn cầu của
nước Mỹ, mà hiểu kỷ hơn Việt Nam một chút, để trong khi ông ủng hộ, giúp
đỡ về kinh tế, trong đó có chuyện giúp vào WTO , thì ông ấy phải đề cập
đến những yếu kém của Việt Nam kỷ lưỡng hơn và dứt khoát hơn. Cái đó
chính là giúp cho ông Khải đấy, bởi vì sửa được cái đó thì bước đi mới
vững chắc. Bởi vì thứ nhất là quan hệ giữa Việt Nam và Mỹ nó sẽ thắt
chặt hơn. Thứ hai nữa là đi được với Hoa Kỳ về mặt kinh tế, thì tôi
nghĩ rằng về mặt quân sự cũng phải có để đảm bảo cho mối quan hệ kinh tế
đó, làm cho mình thoát được cái nguy cơ lệ thuộc vào cường quốc phương
bắc. Mặc dù tôi rất quan tâm đến vấn đề dân chủ nhưng những chủ trương
phát triển kinh tế như thế tôi cũng rất ủng hộ và rất mong muốn.
Việt Hùng: Thưa TS Hà Sĩ Phu,
30 nắm đánh dấu chiến tranh kết thúc, 10 năm đánh dấu quan hệ Việt - Mỹ,
liệu chúng ta có thể cùng nhau dắt tay nhau đi dưới tấm biển chỉ đường
của sự hội nhập chưa?
TS Hà Sĩ Phu: Thứ nhất, muốn
dắt tay nhau đi dưới tấm biển đó thì vẫn là cái chuyện phải mở lòng ra.
Như có một vị bình luận viên ở nước ngoài trên đài Á Châu Tư Do có nói
rằng trong việc hòa nhập này thì người chiến thắng là người phải chìa
bàn tay ra trước. Tôi nghĩ rằng chính phủ Việt Nam có lẽ cũng ý thức
được điều đó, cho nên động tác đôi lúc cũng có vẻ chìa bàn tay ra trước.
Nhưng cái bàn tay tin cậy, khi người ta bắt người ta có tin cậy được hay
không thì còn vướng một vài điều mà tôi đã nói đó, tức là anh phải có
những hành động cụ thể hơn nữa. Chuyện vừa rồi tôi nói, chuyện 30 tháng
4 mình tuyên truyền trong nước như thế nào, rồi chuyện quan hệ miền Bắc
miền Nam như thế nào…, rồi cái chuyện yêu cầu xóa bỏ bức tượng đài ở
Pulau Bidong đi là cái việc rất dại. Mong rằng đợt đi này cũng tiến thêm
một bước. Nhưng bước đó tôi nghĩ cũng chưa phải là bước căn bản lớn lao
gì. Tuy vậy, có được một bước tiến nào thì ta mừng bước tiến đấy. Và tôi
tin rằng kỳ này cũng có thể thắt chặt thêm được một chút và cũng giúp
cho chính phủ Việt Nam nhìn rõ hơn sự thật một chút, là mình muốn đoàn
kết cả khối mấy triệu người ở nước ngoài thì mình cũng cần có những thay
đổi căn bản hơn nữa.
Việt Hùng: Vâng, trước khi
chấm dứt cuộc nói chuyện thì tiến sĩ có điều gì muốn nói với quý thính
giả đang theo dõi cuộc nói chuyện hôm nay không ?
TS Hà Sĩ Phu: Trước khi dừng
lời, tôi chỉ xin có ý kiến là đứng về toàn bộ xã hội mà nói thì vừa rồi
tôi nói có 3 vấn đề đấy. Nhưng thực ra tôi coi điều thứ hai, điều về hòa
hợp, rất là đáng quan tâm. Thật sự phải phá vỡ mọi bức tường ngăn cách,
bây giờ sự “phân tuyến” nó không còn là miền Bắc hay miền Nam, là Quốc
hay là Cộng, là trong nước hay ngoài nước. Tôi nghĩ phải phá vỡ các rào
cản ấy đi. Bây giờ nếu có “ phân tuyến” thì chỉ còn “phân tuyến” như thế
này, tức là anh có thực lòng, thực lòng hòa hợp hòa giải để xây dựng đất
nước hay không? Mà muốn hòa hợp hòa giải thì phải có Dân chủ, đương
nhiên là như thế. Nếu không dân chủ thì ai người ta lại theo anh để bị
đồng hóa, theo anh để thủ tiêu người ta đi, thì ai người ta chơi với anh
được. Tôi mong rằng mọi ranh giới bên trong bên ngoài là xóa hết. Cho
nên hôm nay mà nói chuyện với đài Á Châu Tự Do , những người có thể sẽ
nghe cuộc trò chuyện của chúng ta, có thể là những người trong nước,
những người ngoài nước, có thể là những anh em trong bộ phận chuyên
chính ở trong nước v.v... thì tôi nghĩ rằng nên thống nhất với nhau:
Chừng nào mà các bức tường ngăn cách đã bỏ đi thì triển vọng hòa hợp hòa
giải để làm điều Đại nghĩa cho dân tộc mới mong thành công được.
